xoxos has released element, a freeware sampler (WAV player) in VST plugin format for Windows (made with SynthEdit).
Not relly a sampler oc, it’s a wav player, but people often call them samplers. Loads one sample, does some loop modulation stuff, prolly more or less the same as samplers like this. Loads 8 and 16 bit mono or stereo WAVs.
element is available for free download via KVR Forums (2.4MB download size, 32-bit VST plugin format for Windows).
The plugin is based on several custom-made SynthEdit modules created by xoxos. You can get them for free here and use them to develop your own plugins.
This new sampler by xoxos features 6 filter types, 3 envelopes, 2 crossfade modes, 4 interpolation modes, emulated downsampling and 8 voice polyphony.

This one is incredible!!!! Take a drumsample (or whatever sample!) modulate settings by velocity .. make some cool pattern using velocity in a technoish manner … It’s so good!!!
